Research On Investment And Financing Mechanism Of Rural Renewable Energy Infrastructure

As a large agricultural country, development and utilization of rural renewable energy in China is particularly important. Development and utilization of rural renewable energy is an inevitable requirement to solve the lack of rural energy, inefficiency of rural energy utilization and environmental pollution in rural areas, which is one of vital tasks for building new socialist countryside and achieving sustainable development. Rural renewable energy infrastructure is necessary condition and material base for development and utilization renewable energy in rural areas. But, at present, shortage of funding is restricting the construction of rural renewable energy infrastructure. So it is imperative to establish an effective investment and financing mechanism of rural renewable energy infrastructure in order to raise sufficient and stable source of funds for rural renewable energy infrastructure.Firstly, this paper introduces research status about investment and financing mechanism of rural renewable energy infrastructure, discusses the basic concepts, characters and basic theories, summarizes the experiences and common features of several countries, including United Kingdom, Germany, the United States, India on investment and financing mechanism of rural renewable energy infrastructure as well as their enlightenment to China. Then it analyzes the situation and primary existing problems in investment and financing of rural renewable energy infrastructure in our country. On the basis of this analysis, an investment and financing mechanism of rural renewable energy infrastructure is proposed, in which"government-led, market intervention, social participation". Furthermore, this paper puts forward the relevant countermeasures and suggestions on realizating the investment and financing mechanism innovation of rural renewable energy infrastructure from the aspects of government, market, social participation and institutional security. Finally, a typical case is studied by analyzing the background, sources and methods of funding, results, and evaluating the case combined with investment and financing mechanism proposed.This paper defines the content and the attributes of rural renewable energy infrastructure, meets the current need in renewable energy research field. It constructs the investment and financing mechanism of rural renewable energy infrastructure, studying the main driving force, diversified channels and methods of investment and financing by looking them as a whole, stresses on its integration and synthesis, avoiding the one-sidedness that concerning about the innovation of the way while ignoring the main incentives of investment in some relevant research. Meanwhile, the proposed recommendations and measures may support decision-making to government, enterprises, farmers and other stakeholders, which may help to improve the investment and financing of rural renewable energy infrastructure, and promote the development of rural energy construction.
