This paper introduces two methods to solve questions of the optimization of the economy: calculus of variations and Optimal control theory. Calculus of variations as a classical treatment of dynamic optimization demands that functions must be differentiable and, more importantly, the only internal solution can be found. Because of this, economists have begun to use the optimal control theory to deal with issues. Ideas of Optimal control theory: optimal control theory finds the optimal path to through the variables which we can manipulate to control the path of state variables, these variables are called the control variables.Chinese land system change is the mandatory institutional change controlled by government. This paper analyzes the characteristics of Chinese land system change based optimal control theory, and the path of future land change is predicted. In the end, Empirical Study test effectiveness of the model.This is the first time to use the economics method to analyze the of the land system change in china. This paper constructs some index about the land institutional change. And then china's land institutional change path over the period 1990-2007. Findings are consistent with our model.
