This paper selects the new socialist countryside pilot area of Jiangsu Province Pei County Renzhuang village as the unit of analysis. Based on the oral materials of 15 old people from three villages in Pei County, the author try to study on the phenomenon that in the northern Jiangsu area suffering long-term war and high-level violence, there is no continuation of inertial violence in the process of land reform, on the contrary, it presents the characteristics of mild struggle. Through the analysis of three stages of "survival rationality under the external tug", "struggle impulse suppression after the unrest" and "moderate land reform under the internal stability", this paper proposes four reasons of moderate land reform in Pei County:settlement of survival crisis is the primary factor of moderate reform; reduction of the social differentiation is a necessary complement to moderate reform; ethical consideration to struggle object is an important factor in moderate land reform; policy makers’strategic choice is the external conditions of moderate reform. Meanwhile, the author constructs a behavior logic model of the fierce degree of peasant struggle under different conditions. The model considers that the choice of strategy of peasant struggle is the result of the external survival pressure and the internal life pressure to achieve a balance. When the external survival pressure is greater than the internal life pressure, the peasants tend to violent struggle. Contrarily, the peasants tend to moderate struggle.
