China has a large number of resource-based cities,a wide distribution,huge historical contributions,and outstanding real status.It is an important part of China's national economy and plays an important role in regional economic development.However,due to the non-renewable characteristics of coal,petroleum and other primary energy sources and historical reasons for economic and social development,most resource-based cities have experienced a series of over-exploitation of resources,a single industrial structure,and deterioration of the ecological environment during the development of extensive economic development Sustainable development issues.Shanxi Province is a typical coal energy province in China.Coal production accounts for a quarter of the country.It is the most concentrated area of coal resource-based cities.According to the ?National Resource-based City Sustainable Development Plan(2013-2020)?,there are 10 The prefecture-level cities have entered the list of resource-based cities in China,and these resource-based cities are facing the downward pressure on the coal economy.As China's economic development enters a new normal,studying the sustainable development of resource-based cities in Shanxi Province has important practical significance for adapting to the new normal,getting out of the “resource-based economic predicament,” and achieving transformation.In the past,researches on the sustainable development of resource-based cities in Shanxi Province were mostly based on the selection of a resource-based city,and there was no comparative study of multiple resource-based cities.Therefore,this paper focuses on ten resource-based cities in Shanxi Province.Quantitative analysis method and ecological footprint model were used to calculate the per capita ecological footprint and per capita ecological carrying capacity from 2008 to 2017 to evaluate the sustainable development of the region.At the same time,it also introduced the 10,000 yuan GDP ecological footprint,ecological coordination coefficient and ecological footprint The index,ecological pressure index,and index of the development capacity of the ecoeconomic system build a multi-index ecological footprint evaluation system to evaluate the ecological status and economic development capacity of resource-based cities in Shanxi Province.Finally,according to the development stage of the resource-based city,a sustainable development path is proposed,and specific policy recommendations are proposed for further sustainable development in combination with the new development concept.In view of the above research,the following conclusions are drawn:(1)A comparative analysis of the calculation results of the ecological footprint model shows that in 2017,the ten resource-based cities in Shanxi Province were all in an ecological deficit,showing unsustainable development.The resource-based cities in Shanxi Province could no longer meet the demand and consumption of resources.Among them,the highest per capita ecological deficit is Shuozhou,and the lowest is Xinzhou.The dynamic analysis results show that the per capita ecological deficit of resource-based cities in Shanxi Province showed an increasing trend from 2008 to 2017,and the ecology continued to deteriorate.(2)From the ecological footprint multi-index evaluation system,according to the ecological status indicators and economic development capacity rankings,Shanxi's resource-based cities can be divided into three categories.,Jincheng City and Jinzhong City,relying on consuming resources can achieve rapid economic growth.The resourcebased cities in the mature stage include Datong City,Yuncheng City and Changzhi City,and their economic development is relatively stable.The resource-based cities in the recession stage are Yangquan City,Xinzhou City,Linfen City,and Luliang City.Resources are exhausted and economic growth is sluggish.(3)Finally,according to the different development stages of the ten resource-based cities in Shanxi Province,the sustainable development paths are proposed respectively.Resource-based cities in the growth stage should develop continuation industries as early as possible to avoid entering the resource dilemma;resource-based cities in the mature stage should build a multi-industry system to improve their ability to resist risks;resourcebased cities in the recession stage should vigorously develop alternative industries,Get rid of resource constraints,rejuvenate economic vitality,and devote great efforts to ecological restoration.Specific policy suggestions based on the new vision for development include: deepening reforms and accelerating the construction of comprehensive reform pilot areas;increasing R & D investment and implementing innovation-driven strategies;adjusting the industrial structure to support the development of continuous and alternative industries;continuously improving the ecological environment,Achieve green development;improve the level of opening up,and build a new highland for inland areas to open to the outside world.The innovation of this thesis lies in expanding the perspective of research on sustainable development of resource-based cities,and improving the traditional ecological footprint model based on the scope of the research object,and then evaluating the sustainable development status of ten resource-based cities in Shanxi Province.In future research,in order to improve the accuracy of the calculation results,the scale of the ecological footprint model can be further reduced,and a unified statistical caliber is attempted to facilitate horizontal comparison with other regions.
