The Sustainable Development Research Of Anhui Province

The resource-based city is constructed and developed in the exploitation of natural resources, the city take the exploitation of natural resources and primary processing industry as the pillar industry. These natural resources are non-renewable resources, therefore, the development rule appears:when the city entered into the decline stage, dominant resources industry will be in decay time, series problems such as the economic downturn and unemployed workers will be occur. This requires the resource-based city must implement economic transformation, take the road of sustainable development, otherwise they must be declined. Nowadays, the sustainable development of resource-based city has become a worldwide problem, especially for the endangered resources exhausted city, dominant industry transition and sustainable development is imminent. In my country, the resource-based cities accounted for17.8%in all cities, most of them are rich in coal, oil and metal mining, emerging in the nineteen fifties, and make outstanding contributions to China’s industrial development. But with the development of the industry, the exploitation of non-renewable resources, more and more resource-based city change from the mature stage to the depletion period, development of some city has got into trouble, facing the problem of transition and sustainable development.The resource-based city which in growth stage, should take the resources depletion city as a warning, and focus on Sustainable development,to handle the relationship between resource and economy, resources and environment and resources and social reality.This paper will take the Anhui Province as the research object, analyzes the problem of resource-based city, puts forward the Countermeasures of sustainable development.Anhui province has four big resources-based city, Huaibei, Huainan, Tonglingand Ma’anshan. Huaibei and Huainan are rich in coal resources; Ma’anshan is famous for iron and steel resources; Tongling’s mainly in copper mine. Huaibei and Tongling have been listed in the resources depletion City, Huainan city is one of13tons coal based-city, Ma’anshan is one of the seven iron ore region in our country, this two are relatively more abundant in resources.The resources are non-renewable resources, its reserves are limited, so the sustainable development is the inevitable choice. Huainan is a typical resource-based city, so this paper selects Anhui Province as the research object, and takes Huainan city as an example, starting from the actual needs of Huainan resource-based city sustainable development, analyzing the Huainan resource city sustainable development problem, using SWOT model to make empirical analysis on the advantages, disadvantage, opportunities and challenges. Based on this, focuses on the policy system and the guide in Huainan City, In order to provide references for the sustainable development of resources city. Chapters and the contents of this thesis can be summarized as follows:The first chapter, introducing the research background, research at home and abroad, the significance of this paper. Focusing on the research value:facing of the Unsustainable development, reaserch the sustainable development of resources city, from the overall strategic with overall path analysis is necessary, and take a resource type city as the research object to conduct a comprehensive "Anatomy", is the requiry of resource-based city’s sustainable development, is the Chinese government’s development strategy, is also the government’s ideological preparation and theory for overall planning of development, stability, reform, opening and so on.The second chapter, taking Huainan city as an example, the other three as the comparison object, from three aspects of natural environment, economic environment and human society to analyze the development status of resource-based city in Anhui province. From the coordination degree, we can see Ma’anshan is the best, Huainan, Tongling and Huaibei followed. It shows that in the natural, economic and social development, Ma’anshan is better realized coordination and all-round development, this will be conducive to establish sustainable development and harmonious society, Huainan city and other resource-based city should learn from its advantages, developing themselves.The third and the fourth chapter, analyzing the problems of Huainan’s sustainable development, opportunities and challenges. Consider that the sustainable development of Huainan must be combined with the actual situation, in accordance with the basic principles of sustainable development, overall planning with the scientific outlook on development, summarize the development course of the past, to grasp the main contradiction of current impact of Huainan city, clear guiding ideology, basic principles and job objective.The fifth chapter, based on the above analysis, put forward countermeasures of sustainable development. First of all,"based on coal, and extend coal", based on the second industry in coal, and develop the non-coal industry. Secondly,"not only coal, transcend coal", seizing the current opportunity, develop the tertiary industry. In addition, withing the industrial structure adjustment, governance problems left over by history should be managed, in order to realize the sustainable development.
