The Evolution Of The Policy Of Science And Technology In Inner Mongolia

Since the 20th century, the relationship between the science technology and policy increasingly closed, the role of technology policy have became increasingly prominen. It reflects two interrelated trend:First, the nation and regional development is more and more relying on science and technology, science and technology become important factors in nation and regional competition. Second, the development of science and technology is increasingly depend on nation and regional technology policy's·guidance and support. Technology policy has become the important factor that affects technology development.Since the reform and opening-up in1978, Inner Mongolia adhering to the guiding ideology of "Science and technology is the first productive forces", earnest implemented " Science popular the area " strategy, and then achieved gratifying achievements, it because of the unswervingly implemented national major technological decisions, regional policy and guiding by the scientific development concept adhered to the basic laws of science and technology. Especially, at the beginning of 21st century, Inner Mongolia has formulated grand goal that "Building the innovative Inner Mongolia". And technology policy has direct and significant influence to the practice of "constructing innovative Inner Mongolia". Therefore, research technology policy evolution is particularly important.The paper with important part of research and development (R&D) investment policy of Inner Mongolia technological policy since the reform and opening up as a starting point, and based on the system's collected data, using literature research, R&D theory, from special to the general's philosophy thinking method, also according to the technical philosophy related theory explored the evolution of science and technology policy trend of Inner Mongolia.This paper, firstly, on the basis of consulting a large number of literatures, defined technology policy, research and development (R&D), science and technology innovation concept and provided solid theoretical support. Secondly, this paper expounded the three stages of Inner Mongolia's technological policy research since the reform and opening up. It includes. various stages of the technology policies'historical background, various types of specific technology policy and effect analysis. From that we can see research and development (R&D) invest policies'positions and functions in the Inner Mongolia technology policy. Again, analyzed the research and development (R&D) invest policy's implementation effect, exist problems of R&D input policy in Inner Mongolia technology policy. Finally, from the people-oriented investment philosophy of science and technology, strengthen the independent innovation of enterprises subject, the development of special industries and leading industries, deepening reform and technological innovation, strengthening the Union City, the relationship between science and technology sector to grasp the trend of the future development of science and technology policy in Inner Mongolia, Inner Mongolia Science and Technology Policy Reflections Problems, and propose how to improve science and technology policy formulation and implementation of Inner Mongolia effect of some countermeasures and suggestions.
