The Development Research For Provincal Association Of Science And Technology Of Inner Mongolia

Science and technology community is an important driving force of social development,which has been playing a key role in the development of Innovation and talent.Especially in the national science and technology construction,is the driving force for China to build an innovative country and important component.Due to the long time rigid management system,there is insufficient development for the association,what is more,most of the associations could not run normally and may be in the edge of extinction.Since the 18th CPC National Congress,The Chinese government issued several national policies and measures to encourage the development of the Association of Science and Technology.In the context of those reforms,it ' s a major task to be settled in time that to find management methods which matches the law of economic and social developmentThe research object of this paper is the Inner Mongolia Association of Science and Technology.Through collecting data,taking the ways of visits and forums to hear the association's opinion,combing the development history and current situation.According to this research,we generalized the reasons into factors follwed:l)The lack of stable agency funding;2)The ability of participate academic activities is limited;3)The lack of professional talent resources;4)The insufficient governance capacity of the association;5)The departments of government lacks motivation in transforming functions.This paper uses the NGO and government relations theory,governance theory and other public management correlation theory,and then,in-depth analysis the bottlenecks and obstacles encountered in the development to find out the restricting factors.This paper takes some successful experiences of Association of Science and Technology of developed countries and regions as reference,combines with the actual situation and practical experience of the Inner Mongolia Autonomous Region Association of science and technology.Then,the following solutions are put forward.External factors:1)Improving relations between government and associations;2)To quickly perfect relevant law and regulations;3)Shaping economic policy to support the development of Association of Science and Technology;4)Establishing external oversight mechanisms;5)Promote the transfer of government functions.Internal factors:1)Increase revenue capacity;2)Enhance service ability for members;3)Strengthen governance capacity;4)Exert functions of Party building;5)Broaden the development path for full-time professionals;6)Innovative academic activities.
