State owned economic is the lifeblood of national economic. Playing a key and leading role, it is also the mainstay of national economic and the construction of modern socialization. Stated owned economic lays the foundation of elations of production for the firmness and development of the basic socialist system. It provides a strong material technology foundation for the development of national economic, lifts our country from the state of"poverty and blankness", promotes fast development of Chinese economy and improves the living conditions of the people. Before our opening up policy, the traditional economic pattern is too long and irrational lay out. Under our present system of economic management, power is over-concentrated and enterprise is lack of powers of decision regarding both operation and management. With the development of the reform, the state-owned enterprise reform experienced a progress from the early exploration stage (1978—1992) to a breakthrough stage (1992—2002). And now it is under the stage of improvement (2002--). There are a great number of achievements during the thirty years. Such as the obvious improvement of the economic efficiency and the quality for the state-owned enterprises accompanies, a growing control, influence and impetus of the whole national economic, a marked effect to establish a modern enterprise system, an improvement of enterprise management and technological levels and notable results in the readjustment of the industrial structure. But the reform has not been completed. There are still problems remaining to be solved which are a better off of modern enterprise system, the irrational layout of state owned economy, difficulties in the reform of monopoly industries, Loss of state assets and damage of employee benefit under the progress of state owned enterprise reform, the reform of System of State-owned Assets Management and so on.To deepen reform of state-owned enterprises, firstly our party should unswervingly and wholeheartedly rely on the working class. To achieve this, we should adhere to the orientation of the socialist market economy; assert public ownership of the state owned enterprise. Also, we need adhere to the principle"to reach according to his work"and hold the position that laborers are the masters of their country. The management types should be rational. The management system of national economy should be scientific. Stick to a correct guidance to the public and defend for the ownership of the laborers. To the least, the workers are responsible to the development of themselves. Secondly, deepen the reform of SOEs especially monopoly industries. Wu should make the reform painstakingly and coordinative, and implement fine reform. Realize, deepen and reconstruct the multiply of property right. Rationalize the structure of production and reengineer business structure. Accelerate the reform on supervisory system and promote a healthy development in industrial. Thirdly, we should promote Company Governance and Administration in State-owned Enterprises. The stakeholder structure is optimized continuously, the diversification is advanced. As for internal mechanism, it should be better off and operate normally. The perfection of external governance mechanism faster the external Competitive Environments. Finally, Continuing to adjust the layout and structure of the state sector and reform the state property management system is a major task for deepening economic restructuring. It needs a perfect system of legal supervision; the ownership structure was further readjusted and improved on the function of SASAC. State property management continues the classification of state owned assets. We will strengthen the oversight system for state assets by establishing a sound operating and budget system for state capital.
