A Study On The Diversified Ownership Reform Of The State-owned Enterprises In China

Reform is the source of the power of economic development. As an important carrier of national economy, the development of the state-owned enterprises has a direct impact on the development of China's economy. The reform of the state-owned enterprises has always been the core of the economic system reform and the core link of building the socialist market economy system. Since the third plenary session of the eleventh in 1978, the CPC central committee put forward the reform of economic management system, China's entry into the new period of reform and opening up, and the new period of socialist modernization construction, In 1984,< the CPC Central Committee Decision on Reform of the Economic System> proposed the central part of the economic system reform into the reform of the state-owned enterprises, from then on, the state-owned enterprises reform began and became one of the core problems in every economic system reform.In the reform of the state-owned enterprises more than 30 years, we experienced the preliminary exploration stage in 1978-1993, the strategic crucial stage in 1993-2003 and the deeper reform stage in 2003-2013. The reform of the state-owned enterprises advanced in the process of exploration and adjustment, and has achieved obvious results, on the other hand, it has highlighted many deep-seated contradictions and problems. Today, the SOE reform has entered a critical stage and a deep water zone. At the third plenary session of the 18th Party Central Committee in 2013,<Decision of the Central Committee of the Communist Party of China on major issues concerning comprehensively deepening reform> demanded to further deepen the reform of the state-owned enterprises, it also stressed "Actively develop a diversified ownership economy. Diversified ownership integrated by State capital, collective capital and private capital is the prime method for materializing the basic economic system". In September 2015,< CPC Central Committee and the State Council on deepening the reform of the state-owned enterprises guiding opinions> proposed the goal of the reform of the state-owned enterprises in the new period is to develop a diversified ownership system and put forward the specific implementation opinions.Under this background, as a staff of Shenyang state-owned assets supervision and administration institution, the anthor is engaging in the reform of state-owned enterprises and the transaction of state owned assets in Shenyang and Liaoning Province, therefore, the topic is selected as "the diversified ownership reform of the state-owned enterprises". Combined with the author's work experience and thinking experience, firstly I start with the theoretical basis of the reform of state-owned enterprises, and then review the course of the reform of the state-owned enterprises and the development of the diversified ownership economy in our country, and analyzes the important significance of the state-owned enterprises to establish the direction of the diversified ownership reform at the present stage. By citing examples, the article analyzes the obstacles to the diversified ownership reform of the state-owned enterprises at the present stage. The fourth part puts forward the realization path of the diversified ownership reform of the state-owned enterprises. Finally, I propose several countermeasures and suggestions on promoting the diversified ownership reform of the state-owned enterprises.It should be recognized that diversified ownership reform will be the most important task for the reform of the state-owned enterprises in the next period of time. To achieve the desired results of the diversified ownership reform of the state-owned enterprises, we must eliminate all sectors of the community concern about the reform of diversified ownership, improve the comprehensive matching measures, and establish good market environment for the development of diversified ownership economy to guide the active cooperation of State capital and private capital and promote the effectiveness of the diversified ownership reform of the state-owned enterprises.
