Scientific And Technological Input Of Agriculture In China

Science has great significance for solving the issues concerning agriculture, countries and farmers. Input and input efficiency of agricultural science and technology are crucial to solving a series of problems such as agricultural development, farmers'income growth and rural prosperity and so on. China's agricultural science and technology is low in volume and inefficient, which directly leads to the problem that China's agricultural products has low scientific and technological (S&T) content and low added value, agricultural science and technology has weak support ability, agricultural products lack international competency. Research on the issue of agricultural S&T input, especially analysis on relevant reasons and countermeasures, has great importance for solving the shortage of S&T input.This paper first briefly describes the status quo of agricultural S&T input, and enumerates the manifestations of inadequacy of agricultural S&T input from gross volume of S&T input, subjects of S&T input, degree of combination input and requirements and other two aspects. Based on this, this paper analyzes the reasons for the lack of S&T input from five aspects: subjects lack understanding of the significance of agricultural S&T input; efficient S&T input needs to be reinforced; a wholesome system of S&T input is lacking; objective analysis of practitioners and beneficiary of S&T input is incomplete; security mechanism and protection system of relevant intellectual property have not been set up.Through analysis of the reasons, this paper proposes countermeasures and suggestions mainly from three respects: financial input, non-financial input and improving efficiency of S&T input. These suggestions emphasize increasing ways of non-financial input: perfecting pluralism of input subjects; financial subsidy; credit support and tax relief. At the same time, it points out the measures for increasing S&T input: reform S&T system of state-owned agriculture; adjust the structure of S&T input; improve macro-management of agricultural science and technology; pay attention to micro-management of agricultural science and technology; maximize the utilization benefit from the visual angle of"humanism". Highlighting the idea of"humanism", this paper intends to search for measures for maximization of input benefit from the visual angle of"humanism".
