Since Chinese reformation and Opening in 1978, with the advance of the marketprocess and the adjustment of vertical power structure, the horizontal ties between localgovernments has steadily increased.One of the outstanding achievements is that the patternof Regional Economic Integration, which is represented by Yangtze River Delta, PearlRiver Delta and Beijing, Tianjin Hebei Area, has rapidly formed.This horizontalcooperation between regional areas basically characterized by economic cooperation,onehand, is essential to achieve the complementary advantages in different areas and toenhance the overall competitiveness; on the other hand, is easily lead to the problems ofduplication of construction, industrial structural convergence, regional blockage, policybarriers and regional public goods supply shortage.Specifically, Yangtze River Delta as an important engine of China's regional economy,in the process of transformation and upgrading, has reached consensus in competition andcooperation but still subjects to the constraints of local government administrativeboundaries.The disharmony phenomena such as each administers in his own way,fragmentation are quite prominent.The path of integration is tortuous and long.NowYangtze River Delta should face and think carefully those problems:why the fragmentationtendency occurs; how to advance the unified regional administration reform and establishright theoretical basis on the current development pattern.Innovation regional administrative coordination mechanisms, strengthening thehorizontal cooperation among local governments, adaption the relationship between localgovernments' management behavior and economic development, promotion balanceddevelopment among regions, have become new fields of public administration. It not onlyinvolves the issues of technique, management and operation, but also refers to the problemof the theoretical interpretation. This article selects the Holistic Governance as the guiding principles of regional administrative coordination mechanism innovation, trys to takeadvantage of the ways and methods advocated by the Holistic Governance to deal with thebarriers in the Yangtze River Delta regional administrative process, in order to achieve thegoals of power integration, resource integration and the multiple interests' coordination.This article consists of six parts. The first chapter is an introduction, which points outthe research background, the purpose, the train of thought, the methods and the researchsituation of associated documents. The second chapter is based on the conceptual definition.It explores the relationship between the Holistic Governance and regional administrativecoordination mechanisms, analyzes the agreements of them, and then constructs thetheoretical basis.The third chapter studies the present situation and plight of the YangtzeRiver Delta regional coordination and cooperation, thinks that the soil of this region'sintegrated development has been laid but the overall progress is slow and the effect islimited. As a result, overall planning and regional administrative coordination mechanismtending toward perfection are needed.The fourth chapter summarizes the developedcountries' experience of regional administrative coordination which provides the usefulsuggestions. The fifth chapter puts forward effective ways to improve the Yangtze RiverDelta regional administrative coordination. The last part is the summarization of theprevious contents.In a word, according to the demands of administrative system reform in China, thisarticle, based on the new development tendency of the world public administration, focusesall kinds of issues and challenges the Yangtze River Delta facing, learns useful regionalcooperation experience from foreign countries, explores the feasibility ways to innovatethe Yangtze River Delta regional administrative coordination mechanism, in order to solvethe bottlenecks in the development process of Yangtze River Delta, enhance the capacity ofpublic policy's coordination and integration.
