The Study On Mechanisms Of Metropolitan Governance Based On Yangtze River Delta

Since 1978,in the context of high-speed economic growth and improving the level of urbanization,metropolitan city has become the mainstream model of urbanization in China. At the same time,as the depth of market-oriented and decentralized reforms,under the traditional management system of local self-government and the government-led city management system,local govemments are blindly pursuing their own interests without paying attention to maximize the overall regional interests.Because of market failure and excessive government intervention,varieties of regional issues has seriously hampered the process of regional economic integration,such as duplicate infrastructure construction, similar industrial structure,cut-throat competition to attract foreign investment and so on. In this context,Theory and practice department have been generally aware of through the traditional taxation,interest rates and other market and macro-control means are difficult to overcome the contradictions and problems which caused by the combined effect of globalization,urbanization,market-oriented and decentralization.So exploring a new type of coordination mechanism to maximize the overall interests of regional and promote the integration process of metropolitan area has become a major strategic issues which must be resolved in the process of urbanization in China.This article will introduce the advanced concept of governance to the urban process through literature analysis,case analysis,inductive deductive method,as well as other relevant research methods.In this paper,multi-center governance is an inevitable trend of the metropolitan governance and there are two models in the transition of Single-center governance to multi-center governance.Papers focused on an analysis of the status and problems of Yangtze River Delta and posed Yangtze River Delta must be innovative the Metropolitan governance mechanisms to promote regional integration.Based on this,this article learned from foreign advanced experience of metropolitan governance combined with China's national conditions and circumstances the Yangtze River Delta area,to build a multi-composite governance mechanism to promote the integration process of the Yangtze River Delta.
