Challenges And Solutions Of The Present Regional Coopsation Of Chongming,Qidong And Haimen

The development of Regional Economy's Integration means geographical areas with critical nature for the common economic interests to enhance the economical links and cooperation, gradually eliminating trade and non-trade barriers between members in the regions, adjusting regional social and economic policies, forming the uniform economy framework with free flow of goods, capital, personnel and services.Although the regional integration of Yangtze River Delta walks in the forefront of the nation in the country, inter-regional development in micro-level remains imbalanced due to various limitations. As the key node of Shanghai and north Jiang Su, Chongming , Hai Men and Qi Dong are lagging behind the development of Shanghai and Jiangsu, Shanghai and Zhejiang area adjacent to the main channel. With the complete and open to traffic of the national highway from Shanghai to Xi'an, another external linkage of Shanghai to North China comes up. Chong', Hai'and Qi', the intersection of strategic developing areas, have the conditions, necessities, and possibilities to enhance the coordination and cooperation between governments, dealing with the regional public affairs together, overcoming and avoiding the negative externalities impact caused by administrative barriers, reaching regional sustainable development.Based on theories of regional integration development, this dissertation concludes the main idea in regional cooperation and development through the analysis of the current inter-governmental relationship. It depicts similar domestic modes in cross-border governmental relations and governance, analyzes the trends in collaboration and cooperation, and exports ideas on harmonious cohabitation and the integration of sound development between governments in micro-level. Therefore, this dissertation argues that the good mode shall contain the policy innovations to enhance regional cooperation, perfections on officials evaluation index system, the establishment of dialogue regime, interests-adjusting regime, information-exchanging regime, interest-compensating regime, and organization construction and guarantee mechanism etc; also, it shall includes the method of equal consultation to resolve disputes and conflicts, increasing common interests, achieving the harmonious relations between governments, promoting the social and economic regional integration development .
