With the gradual deepening of the trend of economic globalization and regional economic integration, the Bohai Economic Rim integration gradually put on the agenda. Local government forward as representatives of local interests, the interests of the region, to a large extent on the maintenance and maximize their own interests in the process of regional economic development will inevitably concern. With the deepening of regional economic integration, regional local government relations toward the direction of co-operative development of local governments to participate in the awareness of the economic division of labor in the region are constantly improving. Focusing seek active cooperation in the long-term perspective, the Intergovernmental rational allocation and coordination of departure from local interests, mutual benefit and win-win concept of consultation and communication mechanisms between the local government, and gradually improve the good partnership between local government, is an important means to solve the regional economic development process,"market failure". Macro environment analysis this article from the Government’s point of view, the use of administrative ecology research, starting from the point of view of the inter-governmental cooperation, to explore the role of intergovernmental relations in the regional economic integration, and to make recommendations.This article introduced in the first chapter focuses on the background of this study, the significance of the topic and the research ideas and methods, as defined in Chapter II of the article studies related concepts, the system introduces the domestic and international of administrative ecology and intergovernmental relations literature.
