It is a core problem for every public institution that how to keep integrity and core competence,followed by the push of reforms of as well as that of systems of labor resources.The article introduces the development of organizational culture construction named A with the background of the tough epoch of reforms of public institutions. This paper analyzes present conditions of organizational culture with methods of calculation and analization.It analyze from aspects of growth, inner communication, knowledge, etc., by the way of question investigations, meetings and file collecting. Thanks to the help of CVF&OCAI ,this paper also analyze the character of organizational culture from four dimensions including outer,control,flexibility and inner.In the end, this article provides a practical organizational culture model to keep Core Competence. A solution to improve construction of organizational culture of ideas, systems, behaviors and activities is also provided.
