Non-traditional security issues have become the new security issues of the whole society. In this case, with an effort to tackle this new threat, the custom must undergo the transition from the traditional function to a new one. However, how to refine the traditional risk management of custom is imperative to the societyThis paper researches the non-traditional security risk identification and control strategy of custom systematically. In terms of risk identification,Ⅰ, firstly, analyze the potential non-traditional security risk that the custom has to confront. After defining the input data type,Ⅰput forward an identification method by integrating fuzzy mathematic theory with artificial neural network. Meanwhile, this paper establishes non-traditional security risk system and proposes an approach to determine Types of potential risk by incorporation of The Analytic Hierarchy Process. With respect to risk control, this paper presents corresponding strategies from both macroscopic view and microcosmic perspective. From the macroscopic angle, multi-organization coordination mechanism is put forward, on the basis of which the custom work in collaboration with different originations, like hospital, quarantine inspection organization, police office and transport agency etc, with the aid of information techniques to diminish the loss resulting from the non-traditional security risk. Form the microcosmic perspective, two strategies are established, that is emergency rescue spot and custom emergency inspection mechanism. This paper puts forward emergency rescue spot program by applying multi-object mixed integer programming theory and solves this NP hard problem by utilizing simulated annealing algorithm with the aid of MATLAB. What's more, inspired by the nuclear accident at Fukushima Daiichi nuclear plant,Ⅰanalyze the emergent inspection mechanisms for both Custom and quarantine inspection organization. By means of Petri net modeling techniques, this paper propose a multi-agent system and then simulate this model by utilizing the NETLOGO software to come up with a dynamic inspection strategy.
