China has made tremendous achievements in agricultural development, the supply of wheat realize surplus in foison year since the countryside put the household contract responsibility system into practice in general. At present, China is the world's largest producer of wheat with wheat yields forefront in the world, China is also the world's largest consumer of wheat with wheat imports more and exports less. As the population continues to grow, China's wheat demand will continue to increase. Cultivated area sown to wheat, decreasing contribution to total production of wheat decreased, wheat production increase will mainly depend on the improvement of wheat yields. Therefore, the study of wheat production and the growth of total factor productivity change in the source, and then adopt appropriate measures to enhance total factor productivity in wheat production, which is of great significance for improving land use efficiency and yield of wheat in order to protect the food supply. In this paper, adopting quantitative analysis based and the combination of qualitative and quantitative methods to conduct a comprehensive and systematic study of wheat production in China for total factor productivity with the scale of economic theory, motivation theory and the theory of household production behavior as the theoretical basis, and the producers of wheat as the study of the main. First, the review of wheat production in China since reform and opening up and its trends, analysis of the efficiency of wheat production and its trends. Secondly, the factors of total factor productivity in wheat production are analyzed. Again, adopting the Mamlqusit based DEA productivity index method to conduct the empirical analysis of total factor productivity in production wheat based on isolating weather yield, studies show that: total factor productivity in Wheat Production growth comes mainly from technological progress, Pure technical efficiency and technical progress in the same direction of change; Scale efficiency and total factor productivity in a reverse change; Price of production influenced total factor productivity; meteorological factors have the significant effects on total factor productivity. Finally, Proposing policy recommendations of promoting the growth of China's total factor productivity in wheat production from the national conditions.This paper has been explored on the three issues based on research done: first, the impact of meteorological factors was ignored when the scholars in the past researching the efficiency of wheat production, the impact of meteorological factors on wheat production was fully considered in this paper. Secondly, selecting the indicators of physical and service charges when determining the capital investment indicators of wheat production,which more fully reflect the flow of capital services of wheat production. Third, empirical analysis has been further decomposed to identify more clearly that both total factor productivity change and its sources of growth, but also enable the measures more targeted. Because of the difficulties on indicators quantization and data acquisition and other, the following deficiencies still exist in this paper: Accounting of capital investment is still not comprehensive enough, and do not distinguish the wheat quality, these will be further improved in future research.
