After rapid development in 30 years of reform and opening up, in recent years, China’s economic growth is slowing, and become entering the "high-middle speed " of economic growth. So it is The New Normal. In The New Normal, the demographic dividend disappears, industrial structure is rigid and economic growth is slow. So we need to face a series of economic problems. This article analyzes technical progress bias, labor structure change, labor productivity and its growth rate, and total factor productivity growth, suitability direction of technological progress of our country. And then put forward the corresponding policy recommendations. In the second chapter, with the ratio of industry skills labor to all skills labor as the weight, weighted sum of industry average wages is the skill labor wages. Using the double nested CES production function and standardization system four equations and the generalized nonlinear least squares method, the skills biased of the technical progress of all provinces in China from 2004 to 2014 has measured. In the third chapter, through the ratio of the skills of labor to the other labor characterize the quality structure of labor force, respectively from five dimensions analyze labor structure change situation, such as 19 industries, 31 provinces and autonomous regions, 7 areas, and gender, 11 age-groups. In the fourth chapter, respectively from labor productivity and total factor productivity inspect the change of productivity Firstly, with ratio of output to labor inputs as labor productivity, calculate the labor productivity and its growth rate in all provinces. And respectively using provincial panel data by fixed effect panel regression model with random effects model studies the relationship between the labor productivity and technological progress of bias, the labor productivity and labor structure. Then does Hausman Test, and results show that two model are reasonable. Also in the fourth chapter, respectively with three methods from the perspective of skills with the unskills, calculate the growth rate of total factor productivity in our country, including the extension of Solow residual method, and the two methods from the CES production function method for different ways of elements estimates. In addition, using extension Solow residual method calculate it in all provinces. At the same time, the overall effects of technological progress and biased technology progress effect can be obtained, which latter is the index of technological progress whether is desirable,. In the fifth chapter, using provincial panel data have a regression between biased technological progress effect with direction of technological progress. Put forward how to guide the suitable technological progress direction, and rationally use of existing elements resources. Further, influence the productivity improvement.The results in this paper are as follows: 1. In the second chapter, it shows the direction of technological progress, from 2004 to 2008, towards skill labor, but from 2009 to 2014, towards the un-skill labor on the whole. In this paper, its reason is analyzed in detail. 2. The third chapter shows that the labor force structure tend to continuously optimize. 3. In the fourth chapter, technological progress bias and labor productivity is significantly negative correlation, but the labor structure is positive. The results are closely related to the various economic characteristics under the current new norm, and this paper makes a detailed analysis. At the same time, to compare the change of labor productivity growth with the bias of the technological progress situation, can find obvious difference that the labor productivity growth rate is under the technology skill bias and the unskill. 4. In the fifth chapter, regression results showed significant positive correlation, namely that along with the direction of technological progress changing, its desirability also changed. That is consistent with the definition of suitability direction of technological progress, and provided for measurement results of the technical progress direction in the second chapter.
