With the 30 years of reform and opening up, there are rapidly growth in trade between China and other countries. port is considered as the important window which plays a very important role in the development of China's economic. Plant is an important carrier of port production, successful equipment management is critical point which can product safely and effectively, it can also reduce the cost. In addition, successful equipment management is a major issue of improve the competitiveness of port.This paper described the development of domestic and foreign plant management theory, the characteristics and current situation of port plant management are analyzed, it especially demonstrated the theory of management information system and development method. Combined with the concept of modern plant lifecycle management, this management is composed of the selection purchase of plant, the use of plant, the maintenance of plant and the last scrap of plant. The feasibility of port equipment management decision support system was analyzed according to the business requirement of system, and analyzed the system requirement through on-the-spot investigation, then the information system was on the general design and detailed design, and divided the whole system into nine modules:including total plant management, plant stand-books management, plant plan management, plant performance management, plant comprehensive statistics, plant decision-making management, plant manufacturers management, plant management BBS and system maintenance management. The system determines the B/S mode and three hierarchical architecture system, and realized the development of information system by using of ASP.NET and SQL Server 2005.Important-making stage during the port management prosess was emphatically analyzed:this paper analyzed the procurement and selection of plant by using the analytic hierarchy process and fuzzy synthetic evaluation model, adopted fuzzy clustering analysis model to investigate the classification of plant, and calculated the spare parts reserve decision by using the economic order quantity model. Through the research of algorithm, developed the decision-making management function modules of information system and provided the manager with scientific decision-making reference and base in daily management of equipment.
