In times of knowledge economy, knowledge becomes the most important resource in enterprise's business activities day by day, the mastery of the knowledge and enterprise innovation make people stand out of the economic activity, the conception of "people first" has got unprecedented strengthening. Therefore, the research on the connection between inherent quality of people, including knowledge, technical ability, behavior, individual character, drive strength factor, and working performance deepen day by day, the human resource management that takes the competency as the center is increasingly attended by the theory field and practice field.In this paper, firstly systematically introduces the theoretical basis of the competency model construction and a series of methods to define ability quality elements, and builds a general ability quality models constructing path whose content is "information collection, information processing, meta-analysis, model determination" applied to all the grid enterprises based on the analysis of the grid enterprises human resource management current situation, and then relying on the certain power company specifically describes how to build the competency model, finally constructs various jobs competency model index system.This paper introduces competency model in human enterprise resource management, starts with the research on ability quality theory, and the combination with the grid enterprises current development direction and the enterprise strategy requirements on personnel quality, constructs the competency model, and further applies the competency model on enterprise's human resource management module such as position analysis, performance management, training and development, salary management, staff recruitment and selection and employee career planning etc, effectively promotes the ascension of employee ability quality, and thus enhance the core competitiveness of the organization, and promotes organization's strategic target realization.
