In recent years the development of a small business enterprise fast fiercely in the international community, expressing an astonishing vitality and strong vitality more and more, developing an important function in the economic development of international community. But when the history walked into 21 centuries, the business enterprise had no competitive advantage depending on tradition, for example, the funds advantage, scale economy, in the place-government breaks etc. The business enterprise only constructs the human resource competition ability of oneself quickly, is its maintenance existence, and promote continuously assurance of the development. But from actual management level of small business enterprise in Chongqing to see, the present condition of its human resource management allows of no optimism, the manager's character of the human resource is total low. Therefore set up competence character of the business enterprise human resource model to expect raising manage level in human resource manager of small business enterprise in Chongqing, To strengthen the competitive advantage of a small business enterprise is to put in front of us.Based on the articles of the competency, by means of behavior event interview, this thesis verifies the items of the human resource management professionals' competencies, and compiles them into a survey questionnaire. We can assure eight categories twenty items of competencies are identified which are that strategic business perspective, innovation, employee development, business process reengineering, human capital maximization, openness, visioning and alignment, compliance, coaching and counseling, staffing and retainment, project management, HR skills, quality management, customer value creation, communication and influence, cooperation, relationship building, continuous learning, tolerance for stress, ambiguity and change, performance management. Furthermore, after investigating more than 160 participants in 80 various small and medium enterprises of the city of Chongqing, with the one way ANOVA and factor analysis, a further analysis of management-level, enterprise-scale, enterprise development stage, the nature of business, industry type and other factors affecting competence.The results and findings in this research will be helpful to human resource managers' selection, training and development, performance appraisal, compensation management and career development planning.
