In the past two years, China's real estate industry has undergone recession and rapid development respectively. In order to curb the excessive development, central government has issued a variety of macroeconomic regulations to control the sky-high housing price and safeguard people's livelihood. However, all of these regulations only put small and medium-sized real estate enterprises to an even harder position. How to survive and progress becomes a tricky problem to those enterprises. So many companies are putting their hope on finding the core competitiveness to survive this crisis.Based on the existing data, this paper firstly gives the standard of small and medium-sized real estate enterprise, studies their current situation, development trend and human resources configuration. Secondly, it analyses the factors that consist the core competitiveness of small and medium-sized real estate enterprises. Then it builds their core competitiveness analytical hierarchy based on AHP method. Thirdly, by analyzing the data, this paper finds out their sensitive factors to the core competitiveness, which are capital, land storage and human resource. However, the management and development of companies all come down to "human". Given the fact that all sorts of companies can improve their core competitiveness by improving HRM, this paper suggests that the daily HRM work should be oriented by the company's core competitiveness. In view of this, this article concludes that the daily HRM work such as personnel selection, training, salary, etc, should have the core competitiveness as their guidance. Furthermore, this paper puts forward the corresponding countermeasures and suggestions.
