Research On The Compensation Mechanisms Of Ancillary Services By Power Plants In Yunnan Under Energy-saving Conditions

Ancillary services by grid-connected power plants are vital for the grid stablity and electricity quality。In the traditional system, the plants provide these services without compensation, which is out of place under the market economy。Practice has proved that reasonable compensation is an effective tool to improve the management of the services。Though the State Electricity Regulatory Commission published the Provisions for the Administration of Ancillary Service by Grid-Connected Power Plants in South China and the Provisions for the Administration of Operation by Grid-Connected Power Plants in South China (abbreviated to "Two Provisions"), those Provisions were made on the basis of the whole Southern China, which lack detailed rules for the practical conditions of each province grid。During the Two Provisions were carried on in Yunnan Power Grid, some weakness appears in the market, which needs to be modified。Besides, energy saving generation dispatching is advocated。How to carry out the ancillary service under the energy saving generation dispatching conditions is an important subject which is worth researchingThis thesis summarizes regulatory rules in terms of ancillary services such as automatic generation control, ultra-low output, reactive power control, reserve and black start in home and abroad, and analyzes the practical experiences of ancillary services during the evolution。According to the specific characteristics of Yunnan Power Grid, this thesis also calculates the cost of ancillary services, and talks about the compensation codes。The relation between the energy saving generation dispatching and ancillary services by grid-connected power plants is researched。The thesis utilizes the data of "China Southern Power Grid'1+5'Access System of Ancillary Service" and analyses the general situation of generating units during low-water and high-water period。Through those analysis, the thesis evaluates the behaviors of the generating units in the ancillary service market, and put forward revised suggestions。In the end, the tendency of ancillary service market is analyzed, and the model of marketization of the ancillary service is brought forward。...
