In order to adapt to the modernized economic system and the globalization business environment,the Chinese railway system must be reformed and develop rapidly to face the severe competition and challenge,China Railway Corporation was formally founded on March 17, 2013, this marks that railway enterprises have entered a new era of development.As the big artery of national economy and people’s livelihood project, the railway plays an important and prominent role in the basic security of the social economic development during the historical course of overall building of fairly well-off society, as well as the powerful leading role. But it has to face a awkward problem: Because of the preferred treatment of national policies, China’s state-owned enterprises have the "iron rice bowl" thought for a long time, this caused that employee’s work efficiency is lower, the employees can’t exert its potential, this seriously hinders the harmonious and high-efficient development of railway enterprises.With the unceasing opening up of the market economy in our country, foreign enterprises and private enterprises have developed rapidly, there is afierce competition between them and railway enterprises on the work efficiency of staffs, so railway enterprises need to change the low-efficient development for the purpose of establishing and perfecting the scientific and effective incentive mechanism for staffs.Combined the theoretical analysis and empirical research, the article takes the perfection and reform of the incentive mechanism for staffs in Hohht Railway Power Supply Section as the pointcut from the relevant theories of motivation and incentive mechanism. Firstly, it briefly explains the research background and reviews the research trends of the motivation theory for staffs to determine the main research content and thinking.Secondly, introduce the Hohht Railway Power Supply Section, make the questionnaire survey of the staff satisfaction in the basic railway stations to find out the gap between the employee satisfaction and the incentive mechanism, then deeply analyze the problems of the current incentive mechanism in the Hohht Railway Power Supply Section to put forward the principles of establishment of the incentive mechanism for staffs.Finally, perfect and reform the incentive mechanism for staffs in the Hohht Railway Power Supply Section on this basis to put forward the solutions, namely,constantly optimize and perfect the incentive mechanism from the aspects of materials, spirit,emotion, target, distinction and democracy.At the same time, it provides a strong support for the effective and smooth implementation of the incentive mechanism for staffs in the Hohht Railway Power Supply Section by establishing the excellent enterprise culture, scientific performance evaluation system, reasonable authorization and other measures, it also provides a reference for the research of the incentive mechanism for staffs in the basic stations of the railway industry in our country.From the fixed environment, through the study of testimony, the article has come to a conclusion which can be used as reference effectively. Actually, in order to assure that the system can be put into effective practice, we should have a consideration in different railway station and depots.
