The theory of Modern performance appraisal have been developed a lot through many years, theories of performance evaluation have been formed and some become more and more mature.Thousands of enterprises had become the industry leader and entrepreneurial pioneers by which have been proved those concepts of management are more advanced. DL company is just growing-up,as a state-owned enterprises, Enterprise obtained the rapid development and grandness, which have move a step forward from planned economy to market economy. But, the enterprise performance appraisal have no development, has not too adapt to the DL company continues to expand and development needs in future.What is this paper's content is research how to design the performance appraisal system for DL. And the purpose of this paper is how to improve the Employee performance, to improve the theory of performance management and enterprise's competitiveness. This article has suggested the proposal to redesign the Employee performance evaluation system, based on which to study and research the performance assessment theory at home and abroad, to analysis the insufficiency of employee performance evaluation system and the specific reason. According to the current status of performance in DL, This paper selects some development more mature, apply more extensive, operability compare strong of performance evaluation methods including KPI, Used to construct the new employee performance assessment system of DL company. According to the design idea, the content of performance appraisal system have been redesigned, including objects, methods. Design goals and principles, selection of Key Performance Index and filtering decomposition, formulated the Assessment standards, distributed the index weight, examination cycle, use the results and so on.Meanwhile, DL is the object of this paper what is the delegate of oil sales industry. Thus, the design will help Related industries as same as DL to reformulate the employee performance appraisal system to be more Scientific, more comprehensive, more system. The design will bring a lot important practical significance to related industries.
