Participatory Budgeting (PB) is defined as the mechanism and procedure, by which citizens are able to decide the acceleration of public resources by democratic approaches. Successful cases all around the world have already proved that Participatory Budgeting could promote the administrative modernization, rebuild the democratic politics as well as strengthen social justice. Therefore, after a series of localization, Participatory Budgeting would be able to promote the construction of democratic politics and betterment of financial system in China. Recently, budgeting reform in China concerned more about technical problems, such as zero-based budget and government procurement, however, how to deal with the relations between budgeting and democratic governance has been highlighted as a much deeper issue. Report to the seventeenth National Congress of the Communist Party of China has pointed out that we should unswervingly develop and expand socialist democracy, improve institutions for democracy, diversify democratic forms and widen democratic channels to guarantee the people's rights to participate and to oversee. To ensure scientific and democratic decision-making, we will improve its transparency and expand public participation in it. Under the guidance of the CPC Central Committee, some areas such as Wenling in Zhejiang province, the city of Wuxi, the city of Shanghai as well as Jiaozuo in Henan province have already started Participatory Budgeting reform.This essay uses reality-based cases, in order to generalize the common forms, concrete operating processes and implementing bottlenecks of Participatory Budgeting, on base of these researches, the paper applies theoretical analysis and comparative study to Participatory Budgeting, utilizing Principal-Agent Theory, to put forward relevant countermeasures, as well as to build a common model of Participatory Budgeting. However, reform of Participatory Budgeting could not be carried out perfectly all at once. Above all, constructing a participatory platform for Chinese citizens is an essential step. This essay divided the platform into three small parts, i.e. human resource platform, information resource, finance platform; Continuously tried to research these three platforms respectively and meticulously, in order to put forward constructive advices to build an efficient human resource platform, a fluent information platform as well as a low-energy-cost finance platform. As a useful tool, the model would provide reference for reform of Participatory Budgeting all over China, so as to improve the efficacy of government operation, the use efficiency of financial funds as well as better our public financial system.
