Systematical Construction And Countermeasure Research Of Dalian Public Technology Service Platform

In2003, the state promulgated the "2004-2010National Science and technology infrastructure construction program". Various provinces and cities have established the public technology service platform in order to solve the technical problems of industry. This paper aims to study the systematical construction and development countermeasure research of Dalian public technology service platform, mainly includes three aspects. One is the theory and practice basis of systematical construction of Dalian City Public Technology Service platform. The theoretical basis includes the foreign and domestic research on co-innovation; the practice basis covers public technology service platform of developed areas in China and the experiences and the enlightenments. Other is the goal of systematical construction of Dalian City Public Technology Service platform, expert investigation, and questionnaire survey based on PLS analysis. Another is countermeasure of Dalian City Public Technology Service platform. This paper proposes the following measures. Government plays the leading role in the construction of public technology service platform and focuses on the construction of qualified personnel service environment.
