Sustainable development is the fundamental goal of regional development in the era of knowledge economy, in which time the factor of knowledge has turned to be essential to develop regional economy and enhance regional competitiveness, thus making innovation the core strategy in regional development. The development theory, especially the innovation mode has played an important role in leading regional development. With the evolution of development theories, the Triple Helix innovation model based on the interaction among the government, the industry and the university has been recognized to be one of the most appropriate innovation models. The Triple Helix Interface Organization (THIO) is a bilateral or trilateral network hybrid organization with various forms emerging at the overlap of the three institutional spheres. According to the Triple Helix model, innovation activities can be carried out in a most efficient manner in the space of THIO. In fact, various types of THIO such as business incubators, science and technology intermediate service institutions, technology parks or zones, technology transfer centers, and so on, has already gained great achievements in practice and become the core of Triple Helix innovation system.THIO can be regarded as the outcome of the organization innovation of Triple Helix innovation system. And it is also under development and reform with the dynamic evolution of Triple Helix system. The achievement of its innovation goal and its efficient operation depends on its effective organization structure and operation mode. So this thesis analyzes the formation mechanism and innovation function of THIO, and designs its organization model from the perspective of organization innovation.The main contents of this research are as follows:Firstly, the formation mechanism of THIO, including its formation causation (why), its formation ways (how) and its dynamic mechanism (the driving force for continuous operation), is studied from the organization innovation perspective. Then its functions and characteristics are summarized.Secondly, according to the general way of organization design, the organization model of THIO is designed, which is composed of its organization structure, operation mechanism and communication mechanism (including its management mode, techniques and organization culture and the like to guarantee its efficient operation). Thirdly, this thesis analyzes the knowledge types and characteristics of THIO, and its knowledge structure resulted from the former two factors. Then the matching of the organization model of THIO which is proposed by this thesis and its knowledge structure is verified, to justify the rationality of the proposed organization model.Finally, this thesis provides a case study of Dalian Guangyang Research Institute to further validate the rationality of the analysis of the formation mechanism of THIO and the suggested organization model.
