Research On Regional Innovation Based On Triple Helix Model

Regional innovation is a decisive factor about economic and social development, which combined with the development of technology and economic, plans and promotes regional technological innovation development and regional economic development. For promoting technological development, even improving economic development, it is necessary to give full play to the comparative advantages of each province, enforce the cooperation, consolidate technological resources, and take efforts in the terms of upgrading innovation ability and accelerating achievements'transformation.When entering the times of knowledge economy, government, firm and university are the key drive in the development of city, even the fundamental elements in regional innovation. For those elements, what roles to undertake, how to work, and what are their relationships, especially how to affect the running of regional innovation are such important. The triple helix theory focuses on the interactions among government, firm and university and has a more powerful meaning for studying the organization form in regional innovation.Regional innovation theory had being studied for a long periods. National and foreign scholars have lucubrated from all parts of the regional innovation theory, trying to find the new break point. The triple helix form had derived into the new innovational organization form in the regional innovation system. This paper has analyzed and demonstrated the theory and applications of regional innovation and triple helix in detail, combining the related research outcomes existing nationally or even internationally and extending the structure of triple helix from stereoscopic to complication. That is easy and intuitive to understand the study of regions.Base on the regional innovation systems and their functional position, this paper established a structure equation model on triple helix form, giving the theoretical analysis and empirical estimation, respectively from the analysis of input and expense of the functioning paths. Moreover, this model analyzed quantitatively index affected by triple helix, giving the strong support to the triple helix theory empirically and offering a new exploration to the methodology study of regional innovation and triple helix theory.This paper did research on regional innovation from the perspective of triple helix.First, we defined the concept of regional innovation, targeting the creation, transformation and extension in knowledge, technology and product, which the government, firm and educational institution, even the technological immediate organizations participated. They linked and learned from each other, deeply interacting. Then we analyzed the characteristics of regional innovation. And we also explained the evolution of organizational model in the innovation process, which experienced three periods:government intervention model, government pulled model, triple helix model.Second, we defined the concept of triple helix, in which government enterprises and universities not only corporate and interact intimately, but kept their independent status exclusively even existed the cross spot between their respective roles and functions. And we analyzed the main elements of government, enterprises, and universities, and even analyzed the interrelation and complex activities of the three. Usually, it performed by many other forms of industry-university cooperation, government-university cooperation, government-industry cooperation, government-industry-university cooperation.For making triple helix model in the research of regional innovation more intuitive, we built structural equation modeling of triple helix, structured the triple helix from stereo to a flattened and drew up the effect path of regional innovation. From different perspective, we built regional innovation models with input mode and output mode of triple helix. Then, we selected appropriate and feasible metrics indicators about regional innovation based on triple helix, and formatted the evaluation system, which included innovational environmental indicators, innovational input indicators, innovational output indicators and economic indicators. We did identify test with the two models by mathematics method, and learnt both of the two models can be estimated effectively in structural equation.Furthermore, we did empirical research on regional innovation under triple helix in case of western region. We took descriptive statistics analysis on each evaluation indicators of western regional innovation; found that innovational input, innovational environment, innovational output and high-tech industry have improved significantly in the west, and numbers of technological achievements have also been effective economic transformation. And then we did specific analysis of the path effect from triple helix model to regional innovation in the western region, each path had a significant impact, such as "input mode to innovational environment", "innovational environment to technological achievements ", "input mode to technological achievements", "technological achievements to economic performance". However, compared with other areas, western region was still insufficient innovational capacity, because governments, enterprises, and universities had inadequate input, and there was not good enough in innovational environment, so that it couldn't play intermediary function.Finally, targeted policy proposals were made, from several aspects of strengthening the macroeconomic control of government, increasing the intensity of enterprises technology innovation, expanding the external cooperation of universities, optimizing the environment of regional technology innovation, accelerating the transformation of regional technological achievements, so as to promote triple helix mode in the establishment and perfection of regional innovation, even quicken the pace of the construction of regional innovational system in western region.
