As the development of the urbanisation in China, the metropolis circle has become an important form of the urban system. At the same time. the problem of the excessive population concentration in the center cities is obvious. This problem is directly related to the the industry excessive concentration, that's the unreasonable of metropolitan spatial structure of industryOn the basis of relevant reseach both at home and abroad, combined the analysis of data and cases, this paper mainly try to find the impact of the local government to Metropolitan Spatial Structure of industry. Under the existing institutional context, the pursuit of economic growth is always an important behavioral objective to the local government, local government intervention in the regional economy not only has a powerful driving force, but also has the ability to affect the industrial layout. On the one hand, the governments of the center cities in the metropolis circle chang factor prices and offer preferential policies to attract foreign industries; on the other hand, they obstacles low-end industrial-urban migration to the periphery. The intervention of local government hindered the industry migration which occurs under the market mechanism which leads to the unreasonable structure of industrial space. Therefore, the most fundamental way to solve this problem is to achieve transformation of the government to play the market mechanism. In the context of the existing system, we should change the behavior incentives of the local government to reduce its economic rationality, and making government's interventions toward to promote the rationalization of metropolitan spatial structure of industry.
