Study On Innovation Of Water Resource Charges In Guangdong Province

With fast-developing economy in Guangdong and increase of immigrated population, the situation of water resource shortage is becoming more and more serious, water shortage and water pollution are being turned into the key factor for constraining economy and sustainable development in Guangdong. Current rating system of water resource has been put into practice for several years, but the existing problems are emerging gradually. The key point is that the lower price does neither match with the limitation or scarcity of water resource, nor match with both the management costs of environment and the exit costs of exhaustion of water resource. Therefore, the adjustment of price leverage of water resource is out of control and misplaced.In order to realize the sustainable development of water resource in Guangdong, the formatting system of water resource charges must be improved. By employing price leverage, allocation of resource by means of market is able to put into great play.The current thesis sets a specific object as subject for investigation. Based on first-hand data through field survey, the status and problems of water resource and water charges in Guangdong province are thoroughly analyzed. The legality and necessity of levy on water resource are verified comprehensively by applying theory of public products, landtax theory, and equity theory. According to purposes of appliances, together with introduction of three models based on net output profit, cost keeping, and market clearing, the basis of price decision of water resource charges for purpose of agricultural production, hydroelectric and thermoelectric generation, and living of residents is verified respectively. Furthermore, a unified criterion for enacting water resource charges throughout the entire province as well as a comprehensive proposal including applying price leverage as dominating economy measure, water licensing as supplementary administration measure, and improving formatting system of water charges is put forward.
