Water resource lack is an urgent problem in China.Agriculture is a largest Water utilization industry, but for behindhand agricultural irrigation technologies, serious trench leakage and incomplete water resource management, etc., losses amount of agricultural water utilization are very serious in many regions, while water utilization is seriously insufficiency in industry. Inconsistency of water supply and reqiurment is very noticeable, so conversion of agricultural water right is a new approach to solve the contradiction. Take south irrigation region of yellow river in Ordos city for example, study on the necessity and feasibility of agricultural water right conversion, potential of saving water and forming mechanism of water price in this paper. The results are as follow:(1) The characteristics of water resource in south irrigation region of yellow river in Ordos city are:①lack in total water resource, uneven distribution in temporal and spatial and difficulty in utilization;②old and disrepair irrigation establishments, inefficient of water resource utilization and seriously waste.③unreasonal water resource collocation and serious contradiction of supply and requirement;④extensive water utilization management, lower water price and utilization inefficiency.(2) Potential ability of water saving includes construction and improvement of hydraulic engineering, regulative planting structure and application of irrigation technologies of water saving. In the study area total amount of saving water is 2.49 billion m3, involving 1.56 billion m3 for building trench laying brick or stone, 0.37 billion m3 for regulating planting structure and 0.56 billion m3 for curtailing plot.(3) Amount of initial water right is 6.2 billion m3. Through making out amount of conversion water is 1.30 billion m3 to 2010 year and 1.63 billion m3 to 2020 year.(4) Water price includes water right price (A1), compensative water price of project managing (A2), cost water price of water conversion of new project (A3), managing and running water price of new saving water project (A4), renewable devoted water price of new project (A5), compensative water price of agricultural irrigated risk (A7) and compensative water price of potential saving water (A8).(5) Period of water right conversion is 25 years. Water right conversion price is 0.357¥/ m3/year.
