A Study About Science & Technology Management's Innovation In Local Government

With the knowledge economy age's developing, Scientific and technological innovation capability has been power of promoting economy and social development.The whole nation and local government are trying to create innovation atomshpere recently, and develop innovation capability by increasing scientific investment, gathering innovation elements, strengthening scientific management (Administration). In such stuation, local government's scientific finiancial expenditure percent is showing increasing trend and catchs up with central's.As a great part of national innovaton system, local government has own almost the half of national scientific developing resource, and plays a critical role in scientific development administration. However, nowadays scientific administration has some limit with programme management system features, which is in shortage of toal design, existing mixed administration bureau, management system and model unchanged. At the same time, the almost same positioning of city development produces the competition of the same scientific industrial nature. Thus enhancing the local government scientific administration must be enforced.The thesis is trying to adapt SSM & public government two theories to build up conceptional model which is taking Pudong new area ditrict as an example. It analyzed the corporations by questionnaire survey which funded by Pudong new area district sciences & technology development funds, compared nowadays situation with conceptional model,enhanced the conception that corporations are the main power of innovation and the government should change position into service.It also rearranged nowadays policy system,gave the suggestion that government should increase capital investment,decrease free investment about government leading project,enhance policy claim in management, simplify operation procedure,reduce government's free arbitration, clear policy rules by information technology,enhance market communi-cation. It also give the suggestion that government should construct policy, resource, management together naturally, lead social resource gathering, enhance the manage-ment level, and finally contribute to science & technology coroporation innovation.
