The Research Of Science And Technology Innovation Management Of J Province

Science and technology innovation is an important means to promote economic development and social progress, its effectively and appropriately management even can be one of the most important prerequisite for building innovation-oriented countries and cities. At present, the central authority put S&T innovation at the centre of country development, and advance an opinion that our country should insist on enhancing the capabilities of independent innovation as the most fundamental mission, and also get rid of institutional barriers as the most pressing imperative. The bottleneck of socio-economic development can be removed by S&T innovation which can also ensure a smooth flow between S&T innovation and socio-economic development.By raising, analyzing and solving problems,this thesis based on S&T innovation theory and public governance theory citing the practical S&T innovation experiences of J Province as an example, analyzing the internal problems of J Province on S&T innovation management, such as limited scientific and technological resources, weak of innovative ability in enterprise’s science and technology, lack of construction of S&T innovation R&D platform etc. This thesis seek the implement strategies of provincial S&T authorities, it aim for improving the quality of reform measures and focus on the systematicness, integrity and cooperativity of reform to make sure the Science and Technology Innovation can serve for the social and economic development.This thesis forms in five aspects. At first, introduce the background and significance, internal and external situation, ideas, innovations and establish the starting point of this research; Secondly, set forth the relating and theories; Thirdly, clearly define the role of local jurisdictions in promoting S&T innovation through the analysis of the present situation and characteristics of J province science and technology innovation management; Fourthly, find out the barriers of S&T innovation development through the analysis of the main problems of J province S&T innovation management; At last, systematically discuss and propose the suggestions to solve the current situation from scientific and technical structural reform, diversifying the science and technology investment and strengthening S&T innovation management.
