In order to improve the capacity of sustainable forest management, Western countries carried out forest certification. Because of the lag of forest certification in China, forest certification became a new trade barrier, for forest international trade. How to keep economic benefits became an important issue not to be neglected.Through study we can found that, the economic efficiency of enterprises will make following effects, if paper company take the chain of custody certification;(1) In the assumption of perfect competition, the economic efficiency of paper enterprises is bound to loss if not take the chain custody of certification;(2)If take the chain custody of certification, will increase the cost of paper products, but the paper price will raise up, the economic efficiency will appears in a period of time;(3)If take the certification combined with the search information make more economic efficiency than the direct export sales, the paper companies will take the chain custody of certification.Finally, we can draw such policy conclusions:First, the Government should accelerate building of forest certification standards, this is the only way to reduce the cost of paper enterprises, improving the economic efficiency; On the other hand, Government should step up propaganda to create a universal positive consumer environment, increase consumer awareness the forest certification products, so consumers can willing to accept the certification of forest products. Finally, enterprises should accelerate improve their forest management level, so if they need foreign certification, forest companies can improve their economic efficiency.
