Study On Government Green Procurement Based On Stakeholders Theory

The Stakeholder theory has already been an important tool of studying the corporate governance in the West. It was a subversion of "shareholders first"-the traditional corporate governance model, made how to balance the interests of all stakeholders become a new direction of research about the corporate governance.Government green procurement is proposed with the focus on and for the solution of sustainable economic and social development in government procurement activities. The system of government green procurement is the innovation of greening on the basis of traditional government procurement system, which is in fact the environmental management on government procurement activities, i.e., to realize resource efficiency, environmental protection and promote sustainable economic and social development through various environmental management measures.This paper studies on government green procurement based on stakeholders theory. Firstly, definition and classification of the government green procurement stakeholders, the paper selected as the research in Qingdao, through the questionnaire survey method, we analysis survey data, By using the classification of stakeholders, classify government green procurement stakeholders; Secondly, we analyze the major stakeholders of government green procurement in the implementation of green procurement. Through the study of the implementation status of the government green procurement, we find that the process of government green procurement implementation will involve many stakeholders, and there are many of the problems in the present of government green procurement process in our country, those problems are due to neglect the role of stakeholders. Therefore, this paper brings up the point of building a co-participating mode in the government green procurement. Through the application of the co-participating mode, aiming at providing references for implementation of government green procurement.
