Study On The Management Mode And Operation Mechanism Of Domestic Government Procurement

After 20 years of practice and reform in domestic government procurement,it has achieved leap-forward development in aspects of institutional construction,electronic whole-process tendering and procurement scale.However,the deficiencies existing in the current management mode of government procurement such as affiliated relation,organizational structure,and operational mechanism have impeded on satisfying the practical requirements of government procurement development,innovative solutions in management mode and operational mechanism therefore are imperative.The research objective is the government procurement at provincial,municipal and lower levels.The main research contents include the various studies such as the analysis of the current management mode and operational mechanism of Domestic government procurement,the analysis of the government procurement project stakeholders and their behavior characteristics,the analysis of the reciprocity mechanism of project stakeholders,and the innovative design of government procurement management mode,evaluation on the innovative design of government procurement management mode,the mechanism construction matching with management mode,and the control process and supporting measures of the new management implementation.In the analysis of the current management mode and operation mechanism of domestic government procurement,it first summarizes the category of current government procurement management modes,and identifies the management modes as two major categories of “strictly decentralized management” and “regional decentralized management”.Then,it analyzes these two management modes,stating that the common problems exist in the current management modes are obstructive communication in decentralized management,ineffective management in decentralized authority,inter-block in resource sharing,and disruption in regulatory forces.In addition,it analyzes and argues that the “strictly decentralized management” over-emphasizes on the decentralized management,which leads to the prominent contradiction between unbalanced development of government procurement and the weakened supervision at municipal and district levels.The “regional decentralized management” merely focuses on the centralized regional management limited to the provincial government and its provincial capital government,which leads to the issues of “information isolated island”,inter-block in resource sharing,and resistance in institutional operation.In the analysis of the behavior characteristics and reciprocity mechanism of government procurement project stakeholders,it analyzes the behavior characteristics and reciprocity mechanism of project stakeholders in Domestic government procurement,then states the influences of the stakeholders and the reciprocity mechanism on the innovative design of management mode.These influences include: As rational economic men,project stakeholders can cause certain moral hazard under the precondition of pursuing profit maximization.The information asymmetry is also a critical factor causes excessive costs in entrustment and government regulation.In the government procurement activities,the behaviors of stakeholders are the outer outward manifestation of pursuing profit maximization.And the code of conduct of stakeholders is affected by restrictive factors such as government procurement laws and regulations,competitive environment,organizational form and market structure.Meanwhile,the guidance and regulation on government procurement stakeholders need effective supervision of government agencies,furthermore,stricter organization and scientific management by efficient operation of management mode and relevant mechanism on government procurement stakeholders are more crucial.The conventional studies of stakeholders tend to use single theory to solver partial issue.However,the paper elaborates the comprehensive principle of effective of various mechanisms based on the reciprocity mechanism between stakeholders,and confirms the interactive influences of equilibrium mechanism between economic interest and social responsibility on entrustment,incentive and constraint,and cooperative game process.It combines the internal influencing factors of stakeholder decisions and external influencing factors of interactions,which is integrated into the operational mechanism construction matching with government procurement management mode,supplementing and developing the study of government procurement stakeholders.In the analysis of innovative design of government procurement management mode,the paper analysis the impacts of reciprocity mechanism of government procurement stakeholders on the innovative design of management mode in regard to the issues existing in the current government procurement management mode such as inter-block in resource sharing due to over scattered and closed management and institutional deficiencies unsolved in over-emphasized centralized management at provincial and municipal level and disruption in regulatory forces at municipal level government procurement.It creates an innovative “hybrid management mode” that implement decentralized management in government procurement at provincial level,and implement centralized management in government procurement at municipal and district levels based on the present condition of China.The new management mode implements decentralized management for the relatively reasonable provincial government procurement can take the advantage of its flexibility of independent decision-making,and extend the preponderance with the aid of its own resource superiority.The new management mode implements centralized management at municipal and district levels according to the administrative division,which can overcome the “information island” of decentralized management,form unified and coordinated management regulatory force,and generate procurement discount advantage of more professional and large-scale batch purchase.In the evaluation of innovative management design,the paper verifies the comparative advantages of the hybrid management mode against the current government procurement management mode.It first states that conventional analytic network process(ANP)and analytic hierarchy process(AHP)have the theoretical defects such as the arbitrary empowerment of element set,and negligent influences of structure differences of primary,transitivity and receptiveness of inner elements in the element set on the calculation of element weight,and proposes the Cone-ANP(cone-analytic network process)derived from ANP.Considering the features such as plentiful influencing factors of management mode evaluation,interdependence and complicated network between these influencing factors,this paper creates a Cone-ANP structure on the evaluation of government procurement management mode.And finally,it conducts a comprehensive evaluation on the strictly decentralized management mode,regional decentralized management mode and hybrid management mode through Cone-ANP method.The result shows that the innovative hybrid management mode is significantly superior to the current two government procurement management modes.In the study of the operational mechanism construction,control process and supporting measures of new government procurement management mode,in order to ensure the successful and efficient implementation of the new hybrid management mode,the paper first constructs an operational mechanism,and then it proposes the control process and supporting measures of the operational mechanism.The paper has the following three innovations:First,it innovatively designs a “hybrid management mode” that contributes to the coordinated development of the government procurement in China.Compared with the current management modes,the hybrid management mode has the preponderances of enhanced supervision,resource sharing,better coordination,more professional,standardized process,higher quality and efficient,large-scale of procurement.It suggests implementing a decentralized management in provincial government procurement with relatively independent and flexible decision-making authority,which accelerates the development of government procurement with various resource superiorities.On the other side,for municipal and district level government procurement,it suggests carrying out centralized management according to the administrative division to centralize the decentralized resources.There are four distinct advantages: First,it solves the issue of lagging technological platforms and baffling operation of government procurement agencies at municipal and district levels;second,it facilitates the government procurement agencies at municipal and district levels to form coordinative regulatory forces and “fist” effects,reducing management costs;third,the municipal and district-level government procurement agencies implement centralized management,which solves the practical difficulties of small-scale procurement,inferior quality with higher prices in the current management of all levels of government agencies,forming a procurement scale effect and price discount advantage to improve the efficiency of government procurement and the quality of procurement objects;fourth,it is conducive to avoiding the violation risks and moral crisis induced by the weakening supervision and ungoverned entrustment over government procurement agencies at all levels.Therefore,the hybrid management mode has practical guiding significance for improving the predicament of weakening regulation on municipal and district-level government procurement.Second,the paper has first innovative proposal of the Cone-ANP,which provides a scientific and reasonable evaluation method for verifying the advantages of the hybrid management mode.For the comparative analysis of internal self-dependency within an element set and relative importance between element sets,ANP uses a comparative logic of "relative A to compare A and B",which leads to the arbitrariness of subjective judgment from decision makers.Cone-ANP offsets the defects of ANP method on the theory level,improves the scientific rationality of evaluation,and it provides an effective evaluation method for assessing Domestic government procurement management mode in practice.Third,based on the analysis of the Domestic government procurement stakeholders and their behavioral features,this paper analyzes the reciprocity mechanism of government procurement stakeholders and systematically proposes four major mechanisms for the interaction of government procurement stakeholders.The four mechanisms include the incentive and constraint mechanism,the coordinative mechanism of economic interest and social responsibility,the entrustment mechanism and cooperative game mechanism,which are the integrated innovations for developing and deepening the theory research on the government procurement.
