Guangdong Ecological Public-welfare Forest Compensation System Issue Research Based On The Perspectives Both Fairness And Efficiency

Ecological compensation is based on the principle of fairness and justice, which undertakes corresponding obligations of a series of activities and related institutions in relation to the benefits of ecological environment. At present, it is common to compensate for the ecological public-welfare forests both in China and abroad. As a leading province in implementation of ecological public-welfare forest compensation, Guangdong province delimited provincial ecological public-welfare forests with an area of 345 million hectares, and adjusted the provincial finance compensation standard from the original 37.5 yuan/ha in 1999 to 150 yuan/ha in 2008. With a rapid development of social economy, the old ecological public-welfare forest compensation system with a priority of efficiency existed many problems, such as unfair, which could not adapt to the needs of the construction of harmonious society. It is important for further improvement of the ecological public-welfare forest compensation system by the following measures: choosing compensation modes that suit local circumstances, constantly improving the control measures of government to compensate, giving full play to the market mechanism, mobilizing the whole society to participate actively, gradually establishing justice, positive and effective system of ecological public-welfare forest compensation, and finally achieving a goal of the legalization and standardization of compensation for ecological benefits. This paper explored the compensation mechanism, compensation subject, compensation standard, compensation method, and monitoring and management system of ecological public-welfare forest from the angle both fairness and efficiency by taking the establishment and practice of the ecological public-welfare forest compensation system in Guangdong province as a case study, based on a comprehensive understanding of ecological public-welfare forest compensation, analyzing the problems and reasons, and utilizing the inter-external experiences, and at last put forward further measures for improving the system of ecological public-welfare forest compensation in Guangdong.
