Nowadays the construction of Public housing in the crucial phase of Structural adjustment in China.It will change the pattern that building the public housing for low-and-medium wage earners and low-rent housing only in the past. Instead of them, the construction will place extra emphasis on the Public rental housing in the system of the Public housing construction in future. The construction goes ahead like wildfire national. The funds shortage has became an important problem that restricts the high-speed development. The funds only relys on the government is not enough. We should to create new sources. This article discusses the condition and difficulties of the Public rental housing Construction now. Combined the experience from the developed countries, it trys to find ways to solve the issues of the funding source of the Public rental housing Construction. There are two major proposals including the House Property Tax and REITs.The article explains the policy and creative methods.
