With the economic development and urbanization, a large number of workers poured into the large cities. As the population grows, the problem of housing has become an inevitable contradiction between urbanization. How to improve the problems of China’s strengthen the affordable housing system is the most importantly things. Public rental housing is the one used to fill in effective policies for the housing difficulties of the people who just graduated from college and the new employment population. As China’s policy supporting the construction of public rental housing, because of the large amount of its construction projects require substantial funding, only relying on the government’s financial allocation and land transfer fees, etc. to achieve the construction of a huge number of public rental housing project is still very difficult, therefore, in order to make public rental housing construction enable effective solving the funding gap is the most important way. In this paper, we are using several innovative financing models to explore some of the feasibility of public rental housing financing. Real Estate Investment Trust model, innovative forms of financing of the PPP mode and the BOT model to analyze the significance of these patterns in the financing of public rental housing.The first chapter is the introduction and mainly elaborated the background study of public rental housing and research background of this article, the meaning and purpose, and at home and abroad have made a literature review to the technology roadmap, innovation, and there may be the deficiency; The second chapter is the introduction and description some of the theoretical concepts which related to this article; Chapter3described the existence of some shortcomings in our public rental housing financing made, and analysis the introduction of social capital feasibility public rental housing construction; Chapter4mainly uses REITs mode to analysis China’s current existing public rental housing financing model, through to analyze these modes advantage or disadvantage to improve the REITs mode able to compensate the limitation of financing. The chapter5referred to the BOT, the BOT model is mainly used in the construction of public infrastructure, and our successful in the BOT model construction in power stations and other infrastructure. As the successful cases in China, BOT mode using in rental housing construction is possible. Through to the way of BOT, the investors can be obtained the rate of return. Recommends that the Government in the relevant laws and regulations to give a certain help. The PPP model mentioned in Chapter6is the problem of inadequate existing in the BOT model for discussion in Chapter5.Contrast on BOT mode and PPP mode to analysis of a number of deficiencies in the BOT model department is not using the PPP mode to make it get full. The final conclusion of the article summarizes the advantages, disadvantages and feasibility. These patterns should be noted that in the actual operation of the process for the financing model, this paper proposed a number of policies and proposals.
