In the construction of public rental housing, how to ensure sustainable and stablesocial funds investment in the construction is an important issue. This article is basedon the basic nature of public rental housing, learning the successful operating modelof public housing practices in some countries and regions, and combined with theconstruction of public rental housing in our country, then build the incentives topromote the social funds into the public rental housing,to make the public rentalhousing construction funding gap problem can be properly addressed.This article is divided into five chapters, the main contents are as follows.Introduction. This part mainly on the research background, research status andresearch framework, elaborated the research ideas, contents, methods and researchfeatured in this article, to grasp the research context of this paper as a whole. The firstchapter, the basic theoretical issues. This part introduces the concepts of social fundsand public rental housing, and analyzes the necessity and feasibility of social fundsinvolved in the construction of public rental housing. The second chapter, the contextand status of social funds involved in the development of public rental housingconstruction. This part describes the development of public rental housing, introductsseveral interventions, describes the main building, scale and systems of public rentalhousing. The third chapter, analyzes problems and causes of social funds involved inthe construction of public rental housing. First, through the analysis of the socialfunds intervenes in the public rental housing construction, pointing out the mainlyproblems, such as single interventions, interventional subject is too small, the fundsrequired large-scale; then, from several parts analyze the difficulty of use social funds,such as common product attributes, lack of incentives, lack of institutional and otheraspects. The forth chapter, the main national public housing finance incentives andImplications for China. Compared the housing construction financing model of theUnited States, Singapore and Germany. The fifth chapter, inspire social funds involved in the design of public rental housing policy. Based on the foregoing sections,to encourage countermeasures preliminary design. From philosophy, policy, personneldevelopment, risk control and other aspects, encourage social funds involvement inpublic rental housing construction, that the Government should take advantage offiscal policies favorable conditions, to promote more investment bodies intervene inthe construction of public rental housing, and increase the scale of investment,gradually form a government-led, multi-investment subjects coexistence of publicrental housing construction mode.
