Studies Of Policies Of The Electric Industry Made By The Construction Commission In The Middle-lower Yangtze Area During 1928-1937

This paper will research policies of the electric industry made by the National construction commission and the practical result in the middle-lower yangtze area during 1928-1937. Try to probe into the factors which influenced the practical result of policies of the electric industry. On the basis, the paper will discuss policies of the electric industry had close relationship with economic ideology of the National Government, political system and law.The first chapter introduces the situation and background of the electric industry in the middle-lower yangtze area before 1928. The first section describes the process of the community's understanding to electric power, experienced from ignorance to acceptance in the early development of electric industry,Due to its advantages, attention paid by a few liberal officials and advocation to the application of electric power, people gradually understood and accepted electric power, creating favorable conditions for development of the electric industry. The second section discusses the development situation and analysis characteristics of the development of the the electric industry in the middle-lower yangtze area before 1928. The development of electric industry was unbalanced across the country. However, the electric industry in the middle-lower yangtze area was developing rapidly before 1928. Electric power plants with poor equipment were mostly established by local gentry merchants for family businesses. The scale of factories was small.The second chapter discusses the structure of the management of the national electrical the system. The first section mainly introduces the organization of the National Construction Committee and its subordinate department named the National Electric Industry Directing Committee. The second section analyses the relationship between the National Construction Committee and local supervising organs of the electric industry. Under the policy of the centralization of authority which was adopted by the National Construction Committee in the management of the electric industry, thedepartment of construction of the province and the private electric industry association played a supporting role. The third chapter expounds policies of the electric industry made by the National construction commission. The first section explains that Sun Yet sen's industrialization, the national capital, and the People's Livelihood were the root of economic thoughts of policies of the electric industry. Although the National Construction Committee and electric power plants used various ways and means to actively stop behaviors of stealing the electricity, which remained popular in the area.The fifth chapter explains the influence of policies of the electric industry in the middle-lower yangtze area. These polices promoted the development of the electric industry in the middle—lower yangtze area. On the other hand, the policies promoted the development of the local industry and agriculture.The part of conclusion discusses the predicament and restrictive factors of policies of the electric industry. On the basis, the paper will discuss policies of the electric industry had close relationship with economic ideology of the National Government, political system and law.
