Land use is a kind of process that the human make use of the land performance to satisfy their own needs through a certain of activity. Land use can be productive, for instance, growing crops, breeding animals, and building factories, etc. As well as, land use also can be unproductive, for example, building dwelling houses, constructing scenic areas, and implementing natural environmental protection, etc.On account of land use is not only influenced by the characters of the land like climate, landform and physiognomy, soil, hydrogeology, ect, but also restricted by the factors of the social economic as social system, science and technology, traffic condition, and population density, ect. Thus, land use is attributable to the natural category as well as social economic category.Land use is not unchangeable but a kind of dynamic process. The use of land, the distribution of land resource, the benefit of land utilizing which is continuously changing along with the change of social economic and nature.The study aim of this paper is to evaluate the project of land utilization programme about the land of the east and west lake area in Wuhan city according to a fuzzy comprehensive evaluation method. Base on the percent condition of the land development and utilization as well as the environmental quality of the east and west lake area in Wuhan city, at the same time, combine with the general situation of the percent social economic to select the environmental factors (including the ecological environment, the resource environment, the social economic environment, ect.) which, affect the evaluation. Combining with the condition of the environmental quality and the implementation of the land utilization programme in last turn, and according to the principle of science, comprehensiveness, maneuverability, practicality and dynamic to construct the index system of the land utilization programme environment which affects the evaluation about the east and west lake area in Wuhan city in order to make sure of the rational and scientific type as well as mode of land utilization, meanwhile to provide useful technique support for the comprehensive decision of economic development and environment protection.Undertaking the relevant theory from domestic and foreign scholars, this paper basises on the aim of coordinating economic development and protecting environment, and make use of a fuzzy comprehensive evaluation method to evaluate the environmental influences factors of the land utilization programme about the east and west lake area in Wuhan city association with the general situation of the land utilization, economic development and natural ecnomic about the east and west lake area in Wuhan city. Also, this paper use the multi-factor comprehensive evaluation mode to formulate scientific and rational type and form about the land utilization, which provide the theoretical basis for land utilization of the east and west lake area in Wuhan city.This paper is mainly to analysis the environmental impact brought by the programme project during the process of the land utilization programme. And to coordinate the contradictionand impact of the society, economy, ecology, ect. coming with that process, and consequently select the type and method of the land utilization acientificly and rationaly.
