As the massive Urbanized Construction going on, people living in Wuhan city are facing more and more pressure from work, the living environment is progressively deteriorating, the demand of urban leisure from residents is increasingly highlighting. The area of East Lake is waterfront open space of Wuhan, it should take the responsibility of improving the city ecological environment and providing public service function such as offering leisure space. The present development direction of the East Lake can not meet the requirement of city function.The author accessed to a large number of literature at the same time of making meticulous site inspection, analysed the transformation of location, transportation, tourism development, ecological environment, vegetation cover etc. of East Lake using theories about new public service, recreation, landscape ecology and landscape architecture, then expound the road of public service it should choose. After that is a series of development strategies to this direction. During the development of urbanization, the East Lake should turn its character from a traditional scenic area to a city park with obvious character of public service, it should promote city ecological environment both of itself s and the city’s, provide recreation service to whole society, in order to maximize it utility and realize the sustainable development. The strategies are:Constructing the system of government service management and finance; Building a peripheral landscape protection belt; Arranging a distribution with foundation of recreation and ecology function; Forming outside public transportation system and inside no pollution traffic system; Completing ecological protection measures and strengthening the efforts of environment controlling.
