Social policy is in the sum of social affairs for the Government to meet the basic needs of the people to regulate the distribution of social wealth and maintain social equity and social stability. Effective implementation of social policies can help the ruling party to strengthen social management, solid power base and maintain political stability and promote social harmony and social progress. However, its structure of social policy, the operation environment and process mechanisms often led the original policy intention to be policy minor. Expression of the interests and needs is the social basis of policy practice in the three period of understanding,organization and application.the author insert into the specific practice in the perspective of social policy process, point out the reproduction and remodeling of policy,the subject of actors and the multiple interaction--relations between them is caused not by a single factor, but the product of many factors. Among them, the external resource flows and the resulting impact from the interests of the segmentation is a major force in policy practice, is driven by various interest groups interaction and compete for the power source. Minimum living security policy in Rural have a "policy of minor" as a result of interaction between the resource mechanism and the interest mechanisms, thus revealing the law of universal significance and characteristics in the practice of social policy.
