Study On The Rural Minimum Living Security System Of Xinchengpu Township

In recent years,with the development of economy,the rural economic system reform and poverty alleviation development make the remaining absolute poor population in rural areas present a distribution mode of "small dispersion and large concentration".As a result,the establishment of the rural minimum living security is the objective need to safeguard the basic survival rights of the rural poor population,The current rural subsistence allowance system is helpful to further implement the rural subsistence allowance system,to prevent the emergence of various non-standard identification phenomena,and to do our best to ensure that all should be guaranteed and to ensure fairness.Based on the actual work,this article studies the problems in the implementation of the minimum living security policy in Xinchengpu township of Zhengding county,and analyzes the problems and causes in the actual operation of the identification standard of rural minimum living allowance in order to draw up improvement measures,which will help to further implement the rural minimum living security policy,prevent various irregular identification phenomena,and make every effort to ensure that everything is guaranteed and fair.This survey selects the implementation of rural minimum living security in Xinchengpu township,of Zhengding county as the research target.It mainly studies the problems existing in the implementation of the rural minimum living security policy,and adopts literature analysis,household survey,interview,and field observation to obtain relevant data materials,using public policy implementation theory to analyze problems and use Horn and Milt's policy implementation system model to study the relationship between the elements of policy implementation.The study found that during the development of the minimum living security work there were problems such as inaccurate identification of the guaranteed objects,irregular evaluation links,inaccurate household verification,and untimely dynamic adjustments.Mainly becausethat the policy implementation lacks awareness of the target,insufficient input of information human resources,inadequate implementation and supervision mechanisms,lack of departmental linkages,low quality of executive personnel,and interference from the social environment.So we come to the suggestions for innovative identification methods,such as increase investment in resources,improve supervision and management mechanisms,enhance linkages between various departments,enhance personnel business skills,and optimize policy implementation environment those were proposed,in order to look forward to the county's rural minimum living security work.It will provide reference for the development,and at the same time,actively promote the protection of poor households in China,and promote the effective implementation of China's rural minimum guarantee system at both theoretical and practical levels.
