Since fully implementing of the rural minimum living security policy, rural residents policy has played an important role in improving the rural poor residents, promoting the fairness of the rural social and accelerating the new rural construction, but the phenomenon of "friendship","relationship "," uninsured" and other issues are also beginning to emerge, some villages appear the phenomenon of marginal effects in the rural residents policy. Why the rural minimum living security policy in micro effect? Under the established policy system and environment, to a large extent, the micro practice process of the rural minimum living security policy determines its effect. So study the practice process of the rural minimum living security policy within the scope of villages is necessary. For this, this article selects Shi Tai village of Yun Fu city in Guang Dong province as a case, and the practice process of the policy is cut into perspective, uses the method of field survey, reduces practice strategy and behavior logic of related policy subject, describes and analysis the practice process of the rural minimum living security policy in deeply, and try to reveal the microscopic operation logic of rural residents policy and find out the deep motivation of micro effect.Through the investigation and analysis in policy transfer, policy implementation and policy evaluation of this village, we found that: in the process of policy practice, behavior and strategy choice of main body related policy always follows the logic of pursue benefit maximization; recipients of policy are not simple recipients to passive undertake, but the main body of active function; the practice process of the rural minimum living security policy is the process of interaction and game between the policy executors and recipients, interactive in instability and the disadvantage position of policy recipients in the game will affect the policy process; micro effect in policy is the result of the joint action in many factors, defect in the policy design, execution behavior anomie of main body in this policy, behavior deviation of the target group, and policy supporting system is not sound will influence the effect of policy implementation, the contradiction between interests and resources difficult to reconcile is the root cause of the marginal effects in this policy. The micro operation logic of the rural minimum living security policy and the reasons of micro effect in policy also reveal the law of the universal and characteristics existing in the practice of public policy process.
