In the ever-changing international oil market, the oil-rich countries and major oil group do their best to compete for the right of development oil to share the oil development market. The competition for the offshore oil development, which is as an important part of the oil market, is becoming increasingly fierce. In the construction of offshore oil field due to China started relatively late, the new joint ventures had been built timely to enter the field of the offshore oil platform construction in order to make use of the international oil giant's financial strength and technological superiority. The profit of the construction industry on offshore oil drilling platforms had gradually entered the less duration.According to the theory of modern project cost management, in this thesis through applying the method of which is called as earned value method and factor analysis method, to find the existing project cost problem of the material, subcontract and construction labor from the statistical analysis based on the construction performed cost comparing with bidding estimates for the Sino-Southern JV company, and put forward the design idea for project cost management. This method is to establish one completely cost control system that is through out the stage covering the bidding duration, on constructing and after completing control, with view to the responsibility on project cost, in order to form working thought firstly need definitude the cost management liability and distribute to the related management personnel. Control in advance set about the program design from the bidding process, contract conditions as well proposal engineer training and to specify the management direction for future tendering project. The control during constructing set forth from the material series control process design, which including material procurement quantity control, supplier selection process, material procurement reviewing process and issuing process, and to apply the earned value method to control labor cost, then to installation subcontract change to self-installation. The several large proportion works is designed for the project performing course. The after completing control is to make statistical, analysis and summary for the cost of the entire project management. Then it had proposed the cost management information program which including establishment of series data bank, data information sharing and joint analysis, to achieve the cost management. And finally it had designed to establish the internal restraint and incentive rule, to improve the staff's cost savings initiatives and the subjective capacity, to change system management as a conscious act. Accordingly, in accordance with the design, from report to top management proposed to perform the some of the cost management system in the form of company's rules, to register and review each liability cost with together workshop and shift team to form monthly cost report and warning system. This program had been carried out and implemented step by step with continuous evaluation and improvement, made the South JV company survived and developed in low-cost, high-quality, high security competitive market.The finally studied and formed cost management program design for the wellhead platform construction had completed with improving accuracy, predictability and controllability characteristics to the cost. The program for the construction of offshore oil drilling platform provides a standardized project cost control and guidance, through the implementation of the program to ensure the project's costs under control, strengthening the viability and competitiveness.
