Under the market economy, whether it can develope stabelly or not is the key to both the interests of employees and to social progress and development. Whether the profits is stable or not is a main important factor to its development, but the cost control level is the key influence to the profits of enterprises.Special characters of construction enterprises decided the different way of the cost control with traditional businesses. The project is a target-scale and long cycle construction,also complex technology and unique projects features. So there are no effective way to solve the problem.After depth analysis, we find the original cost control has some problem in:cost control system,market competition,and the management of projects.After the depth analysis,we find the most important reason for cost losing control is the original assessment system.In order to solved the problem, we propose the variable cost control program.Budget baseline come from the project, we also adjust baseline according to actual construction process.In a word, to ensure the progress of cost control successfully,It proposes several aspects of premise of cost control and guarantee the implementation, and further analyzed.
