In the era of knowledge economy, the competition on economics, science and intelligence ends up with Human Resource competition. As the rapid economic development, the HR market becomes more and more active. Then, talents flow becomes inevitable. All the enterprises believe the quality of talents directly determines the feat of the enterprises, which put HR recruitment on the most crucial place in HR management. Therefore, the significance of HR recruitment was highlighted.Human Resources Management is one of the most crucial aspects of modern corporate management. As the subsystem of HR management, recruitment takes advantage of a series of activities, such as, advertisement, election, etc. to obtain qualified talents for the enterprises. Investigation showed that many defects existing in Chinese corporations. For example, non-standard recruitment procedure, non-scientific election approach, low efficiency of recruitment. The quality of recruitment, which is the first-strike of HR management, directly determines that of human capital. Therefore, only when appropriate and qualified talents are employed may the afterward training, management and the development of applied force are available. Otherwise, all the others are empty talks.Under the guidance of systematic HR management and recruitment theory, the thesis applies Competency Model Theory, Theory of Holland's Vocational Preference, Cattell's 16 Personality Factor Theory and Structured Interview theory, new recruitment procedure was designed for Ningxia Tianjing. With the help of practical research, investigation and interview, qualified talents are supposed to be employed. The thesis focuses on the study of HR recruitment in the recent 5 years of Ningxia Tianjing Corporation, analyses the problems existing in the process of recruitment, brings forward the optimized solutions correspondingly, establishes reasonable and effective scheme to improve the HR management standard of Ningxia Tianjing. Professional HR management system is supposed to be achieved in order to enhance the competitive force of the company.
